First of all, it is not an IP address. There are too few digits. IP addresses take the form www.xxx.yyy.zzz. At best it might represent a range of IP addresses.

11.11.18.0 does not appear to have a URL associated with it as there is no DNS entry associated with that IP address.

Near zero unless you can prove there is a Crytpo machine on the other end. Even then you wouldn't know who the keying machine belonged to.
