Yes - I suspect the same. Chi Coms also need water. Of course, one can’t be sure about the real story - so much of the news is so superficial. No Paul Harvey moments to give us the rest of the story-so we have to dig what we can and try to connect the dots.
I did read some time back about some fires in other places and the locals thought that some Russians had started them.
I do know that the Chi Coms were caught smuggling in Ak47s. Read that in a main stream article, but can’t recall which one.
