These people are stupid.
Since the FISH line was in the context of "The Senate was the target", Q may mean that the derps were BAITED into letting us gain seats in the Senate. Whiletheir eye was on retaking the House, Trump snuck around and got us a more powerful Senate, when he knew it would be harder to keep the House.
So, the Senate was the FISH?
And now that we caught the FISH, the "mission can move forward".
Moral of the story is, these people are stupid and they just got played.
