You obviously don't understand the function of an Inspector General.

It is the IG's job to identify things within the organization investigated which either need fixing, prosecuting, or both.

It is then up to prosecutors to do the job of getting indictments (as if some of the 50K sealed ones don't already cover items exposed here).

Aren't you aware that Huber -- the prosecutor -- has been using the same >400-person team of investigators that the IG used? Did you think those indictments appeared out of thin air?

We're all disappointed that we don't have lists of damning e-mails, etc. But, you'll never see an IG's report that exposes real, prosecutable evidence. Such exposure could even be construed as obstructing justice. Evidence is simply not the IG's job... Besides, cases can't go forward until many of the faults (perfidy) reported by the IG are, at least neutralized -- and clean replacements put in place.

Read the report. The US didn't have a Federal Bureau of Investigation. it had a Foul Bunch of CYA artists! The IG has now handed Sessions the ammunition to flush through this "Critical Path" list:

so by dividing up the 9th into 4,..can we pick and choose within that district which court to bring certain charges to?

I don't know.

However....read the details the 9th is split into 3 regions

Here is the kicker:

...and a Circuit Division which would hear certain cases including where two or more Divisions have reached final decisions of law that conflict.

So my guess is that the 3 divisions will be staffed by the existing judges.

And the new Circuit Division will have a set of all new judges appointed by President Trump.

So the Circuit Division essentially oversees the others.
