C is probably the final arbiter of this but my understanding of law is that fraud vitiates ALL contracts and that, if followed to the letter, can get a lot of s*** done.

Hiring into a federal position and "fraud" are remarkably different as far as undoing goes.

Plenty of federal hires are for no good public purpose or reason. And plenty of "good" positions are filled by "bad" people, and the system does NOT tend to correct this sort of error.
