I think the issue with it is that Obama added about 6-8K people to it specifically due to the difficulty of removing them and the power the added people had at the non elected bureaucratic level.
O added 8,000 people to SES at the last minute and if my understanding is correct, most of them are still in the vetting phase for various levels of security clearances.
Not sure how that will play out.
