I think there are different reasons for different people depending on what they are guilty of.
The CEOs probably walked away to save their fortune and maybe what was left of their names - you know for the family and all. Maybe that some of them turn up as trail witnesses somewhere along the way.
The congress critters is a little different. Ones with any ethics at all are leaving to save their reputations. Those would be mostly repubs that are guilty either in fact or by association (covering crimes).
Dems on the other had will only walk away if things are so obvious that they will no doubt be arrested and do jail time.
Then there are the ultra elites who think they cannot be touched no matter what they have done. HRC BHO Mueller RR PS etc. They have gotten away with so much for so long they really think they are untouchable.
I know Q has said there are no deals but I don’t see how that could be. If we were to prosecute all the crimes committed we would still be in court 30 years from now.
That is the simplistic take, I am sure there are a lot of other factors.
You don’t have to prosecute every crime, just enough of them to put away the criminal for life, or whatever’s fair. But yeah, where do you start when you have thousands upon thousands of crimes?
To answer my own question, we should probably look at how Nuremburg handled individuals with thousands upon thousands of documented crimes.
