Not so sure that is correct. If it is, everybody else is lying.
We do know that the FBI had a warrant 10/30/2016 to examine the contents of Weiner’s laptop that they already had in their possession.
Keep in mind Comey notified Congress, via letter 11/06/2016, clearing Clinton again, before the election.
Assuming that vault drop document means exactly that’s when the investigation started, 11/09/2016, that makes Comey ( and a whole bunch of other people, to include the IG ) a liar...

The IG report states:(page 417 - III. FBI Review of Weiner Laptop Emails)
“Midyear agents obtained a copy of the Weiner laptop from NYO immediately after the search warrant was signed on October 30.
The laptop was taken directly to Quantico where the FBI’s Operational Technology Division (OTD) began processing the laptop.”
(Midyear was the code name of the Hillary email investigation)
