I'll speculate and say "YES", the NSA is run by a White Hat and they are mostly White Hats, but there are still some active black hats inside it.
Like Sessions and Wray, Rogers wasn't able to get *all* the bad players out of his organization in his time there. (He probably did more than Sessions and Wray, he was there longer, and has a military background where re-assigning and firing people is easiser).
We know he went to the FISA court when he found abuses, and shut down the specific mechanisms being used by the Black Hats.
