That isnt the letter from ASST AG Boyd, but it includes and quotes Boyd stating the three duties so it works! None of the three duties includes investigating and prosecuting anyone.
Other letters from the Ag reference the DOJ IG being able to refer a matter for prosecution to a local US ATTY. That means the Wash DC US ATTY, not Huber.
