There is a possibility that Q is suggesting the real shooters somehow vanish, and the dead/caught people are patsies. I think that sort of plan is too risky and out of 10 or so tries, one would "get caught," and man, what a situation that would create!

I think yes, the therapists. These people are trained to manipulate the suggestible, the borderline psychotics. And doing so is perfectly protected from inquiry by institutionally recognized privilege.
It’s such a shame to have to give up those cushy digs in Annapolis for some backwater town in Idaho. I think Idaho, Iowa and South Dakota is where they send everyone these days.

Remember the premise of TELEFON, one may program the assassin locally but trigger the assassin remotely by phone.
This premise would allow a programmer (therapist) to work with many targets and move freely about the country while always being in control of the launch codes at all times.
That being said, the shooter at the Whitehouse was killed but, if i recall, so was his phone destroyed. Shot in the head while holding phone to his ear?
