It's a live streaming program called "Periscope" that I use on my phone (to keep my hot-spot usage on the laptop down). Most of the major networks broadcast things like big storms, big news on their own channel but with no commercials and no commentary. The users can chat...which is where the 'splodey splodey" heads come in.
I got it (Periscope) thru the Apps store. It makes viewing live streaming a lot easier. I have notifications set so that whenever the Pres is going to talk, I can watch it. I can watch Sarah's press conference every day! I can watch hurricanes...I'll stop now, this is beginning to sound a little Dr. Suess-ish.
