This is what they do. They get their foot in, then they begin testing the defenses. If they get push back, they withdraw and say it was all a misunderstanding. If not, then that becomes the new normal and immediately move on to testing the next one. Eventually, when their bad behavior is accepted enough and their numbers are high engouh they begin demanding that others adhere to their standards, then they get violent.
