I’m thinking the VIP badge may have been worn to enter that VIP area but he wasn’t wearing it while Trump greeting him; or perhaps another guy was wearing the same type of shirt with a badge. IOW, maybe 2 attendees had Q shirts.
Or he borrowed the badge from someone else.
