I don’t know. Obviously there wouldn’t be a rule if people had it done it before. So the fact that he did it and then got a penalty for doing it would seem like more than enough punishment.

You've missed a subtle point: no one has ever intentionally hit a moving ball in order to gain unfair advantage, as Phil did today. The rule was written to cover inadvertent or insignificant errors.No one ever before tried this.
