Nov. 13 was when Boyd sent a letter to Congress stating that issues raised were being forwarded to the three prosecutors tasked with these things for Sessions. When Sessions referred to Huber a couple months ago he referenced the letter as having been sent after he / they were assigned. Huber was sworn in last summer as I recall.
Huber was in place prior to Nov 2017
Nov is just when Sessions said Huber began investigating those specific crimes/issues that the House members requested a second special counsel look into.
