There are far more effective and cheaper ways to make a lighter mix of concrete. This patent was useless when issued and is certainly of no importance today.
How do you manipulate this for financial gain? What market would you create? How about carbon credits, with a global exchange and pricing...

This is a complete scam. The list of governments, "sub-national" governments, and companies and partners has the usual suspects.
Another stream of involuntarily provided money to the DS Cartel and the UN, bleeding the host so that the parasites can multiply and feed.
The natlawreview.com article characterizes her activity as an IP (generic intellectual property) lawyer. The practice of patent law requires passing the patent bar exam, which in turn requires a degree in a hard science or engineering. I do not believe that Hillary is or ever was registered to practice patent law before the USPTO.
The cases referred to were trademark law, a variety of IP.
