My gut tells me that a lot of the money for the riots and fake protests was funneled through the Consumer Financial Protection Bureau (CFPB)...Believe that was a cash cow for funding a lot of the unrest under odunga...The CFPB was completely unaccountable and out of control at the end of odunga’s administration and explains why they protested Trump appointing Mick Mulvaney.
And oh by the way, when Mick Mulvaney sent his first budget request to the Fed, he requested zero.

Cordray had maintained a “reserve fund” in case of overruns or emergencies, but Mulvaney said he didn’t see any reason for it, since the Fed has always given the bureau the money it needs. Mulvaney, who is also Trump’s budget director, noted that instead of advancing the funds to the bureau, the Fed could return them to the Treasury and reduce the deficit.”
