Money is fungible. As for the cash, that is not traceable, and most likely went to illicit purposes such as funding terrorism in various ways.
The country/government of Iran can buy weapons with traceable money, and no doubt has. Major "in the open" purchases are curtailed for the time being, but illicit arms sales are common. See Iran-Contra for an example of US action in illicit arms.

Iran's armed forces are likely to receive a significant boost in 2020, as an international ban on conventional weapons purchases is lifted - part of the 2015 nuclear deal negotiated by the Obama administration, in conjunction with the four other permanent United Nations Security Council members and Germany.
That and supporting terrorism and so they could skim it.
