I come up empty on insurance without cover. Sounds good but I’m clueless. Makes me think of having zerocare with no doctors covered. But that’s just me and not applicable here.

Just a stab but, a 'policy' was arranged and paid for but, for some as yet unknown reason, is not enforceable or can't be collected on? Payments for policy upkeep to be paid out of CF funds?
