He is, and under most circumstances would pass it. The French have always hated the Germans, maybe there is a way forward if the minion finds some stones.
I don’t see the harm in Merkel knowing that we know, if they were involved in the plot they already know the plot. You can’t tell them what they already know and by letting them know you know you can force them to make a move or a mistake.
