Restoring relations with Cuba and modernizing them is critical. Since we have no diplo status with them to speak of, bringing them into the fold would destroy NWO narrative, and get rid of those 175K RAT-votin’ Puerto Ricans in FL if we could possessionize Cuba. Make PR and Cuba a priority economic development zone with preference given to Islanders.

Using private firms or mercenaries, gives a country plausible deniability in case of anything coming to light that would be undesirable from that country’s POV.
