Concur. Only flaw I can see with theory is the notes as described by @saywhatagain’s source were last printed in 1963, so new ones would stand out like a sore thumb.

I found Maepaperclip some time ago. What struck me, and I followed up on it . . . is that Mae Brussel and he by extension, put out the premise that for everything that has taken place here in the United States since WWII, starts with the CIA "Project Paperclip."

Of course one will roll their eyes the first few times they look at this mess from that prism. However, the more I understood and looked under that prism, things really began to make much more sense. I would encourage everyone here to at least be familiar with "Project Paperclip."
