The more interesting part of this 2009 Executive Order, to me anyway, is Part 4 "Safeguarding", which appears to place the Hilldog in direct jeopardy. I can't tell if this EO is still in effect or has been rescinded by POTUS 45.
The EO needs a lot more study, but the salient parts in the Q-dump context are:
3.5c = (c) Agencies conducting a mandatory review for declassification shall declassify information that no longer meets the standards for classification under this order. They shall release this information unless withholding is otherwise authorized and warranted under applicable law. This could either mean 25 year old info needs to be released, if possible, or, it may mean certain data is "sealed" for 25 years, or, I don't understand the significance quite yet.
3.3 b-1 (b) An agency head may exempt from automatic declassification under paragraph (a) of this section specific information, the release of which should clearly and demonstrably be expected to:
(1) reveal the identity of a confidential human source, a human intelligence source, a relationship with an intelligence or security service of a foreign government or international organization, or a nonhuman intelligence source; or impair the effectiveness of an intelligence method currently in use, available for use, or under development; This could mean Hilldog and others are in clear violation of this EO and justice is coming....and soon. Again, this all needs further research.
