The IG report will come out right after the new investigator Sessions appointed gets done investigating if there should be an investigation, and after he makes his report to Sessions, who will then return briefly from an undisclosed location at a tropical resort and make a finding about whether or not to investigate.
This should be concluded shortly after the impeachment proceeding conclude and after the voting is done to Impeach, Remove, and Convict by the new Democrat House and Senate. So figure by Feb 2019 or whenever Pelosi assumes the Presidency.

This is what is going on: a delaying tactic. Keep blowing the bridges and flooding the low lying areas. Keep it up long enough and the season changes bogging down any impetus through either an election or outrunning any of the statutues of limitations. Issue a monumental report and bury in it any of the bodies you don’t wish uncovered with mountains of trivia. Must protect the entrenched state as much as possible. If anyone sees the inside of any prison, it will be some low level flunky and surely not anyone who was in an elected office.
