They do on most of them, and are held back by practical concerns. The network traffic is 100% routed/copied to NSA. It's a hardware-enabled facility. Shutdown of segments is also a hardware thing. Harware owners and operators are data-hands-off for the most part, but will follow orders.

I have no worries there. As you note, slowdowns and isolated outages are common, stuff happens.
The internet infrastructure is an amazing thing. Like my grandparents watching airplanes go from wright to business, we watched the internet. Both are sociologically profound, as is mass communications. I so much hope that a critical mass of the public wakes up, recognizes how susceptible we are to follow, and chooses to follow the right path or something close enough to it.
