If you don't mind me butting in, just let me say this. I've always thought of the "shadow government" as referring to the entire "deep state." Which includes the upper management of the FBI, CIA, DOJ, State Department, members of the entrenched bureaucracies, along with some if not most of Congress, and past politicians. I consider the FBI nothing more than the enforcement and "fixer" arm of the "shadow government," and not the whole enchilada.
It's my belief that the largest organizational head of the hydra resided in the State Department, followed closely by the CIA with perhaps others pulling all the strings.
That's my take, and I'm sticking to it.
Think big, bigger, biggest.
I posted the articles because they specifically name the FBI and State Dept. as the 'Shadow Government'; even before the emergence of Q; and by the way, Trump addressed early.
McCabe certainly saw the writing on the wall and announced his retirement. (Why does second in command leave so suddenly when Trump is making changes in appointments left and right? McCabe stood a chance of being the head of the FBI but he walked away. Why?)
I have no doubt it's bigger, multi-faceted, and interconnected.
