The reason for that limitaition is that GJ are territorially limited too, so the probable crime they allege is tried in the same venue the GJ meets in. That is, an Indiana GJ can't have its indictment filed in California.

Indictment location has constitutional and statutory limitations.

The Trial of all Crimes, except in Cases of Impeachment, shall be by Jury; and such Trial shall be held in the State where the said Crimes shall have been committed; but when not committed within any State, the Trial shall be at such Place or Places as the Congress may by Law have directed.

How do you see all this relating to the EO National Emergency declaration; the military tribunals etc. regarding treason committed in several different venues—e.g. D.C. NYC AND OVERSEAS?
