Because he is from there? What determines the location of a grand jury?

I can't recall an AG ever personally issuing an indictment, conveing a GJ, etc. The question of recusal is more one of being informed than of "driving the bus." AG have been known to spike or encourage specific investigations or prosecutions, but are not the hands on people.

Sessions is out of the loop if the case is vs. the Trump campaign, or vs. Hillary, or vs. the Clinton Foundation. If the case is vs. anybody else, he is or can be "in the loop," to whatever extent he wants to be.

Huber, the U.S. attorney in Utah, can convene a grand jury, issue subpoenas, collect evidence and order witnesses to testify — all the usual powers a federal prosecutor has — as he delves into whether the FBI abused its powers when it sought permission and then carried out wiretapping of a Trump campaign figure, or whether it trod too lightly in pursuing questions about Democratic presidential candidate Hillary Clinton.

Mr. Sessions said the facts of the FBI situation don’t yet rise to the level of demanding a special counsel, but Mr. Huber is as close as can be.

“He will have the full authority of a federal prosecutor,” said Richard Painter, former chief ethics attorney for President George W. Bush. “If he looks at this and finds someone in the DOJ lied to a government official, he would be able to convene a grand jury, compel testimony and even prosecute them.”

There is good reason to suspect Rosenstein would spike internal FBI/DOJ investigations if he could somehow keep Sessions out of the loop. He has friends involved. I think Sessions doesn't have that baggage, and also has cut Rosenstein out of all but the three classes of defendant noted before: Trump campaign, Hillary personally' and Clinton Foundation.

I read that normally all fed prosectors ressign with a new president, so he can appoint ones he wants. Preet Bharara did not resign and was po’ed that Trump fired him.

Huber did not resign for some reason that was benign but I can’t remember now, and Trump fired him, and then hired him back. Why, I do not know. Supposition - found out he was a good man, so re-hired him?

Can you imagine if she's indicted, and Trump immediately pardons her? For the good of the country.

Take her money, go after the CF.
