Question Re: Trumps' Latitude with Omnibus Bill--See Body of Thread

While we are all, at face value, so disappointed with Trumps' signature on this bill, perhaps there is a silver lining that has not yet surfaced....My question is, as Obama did, can Trump slow-walk, re-direct or even withhold funding for any aspect of this Omnibus Bill? This bill is not protected by the Constitution, as is a 'Budget'......Does anyone have any productive input on this subject?

Well, there’s the fact that Trump has advised them the Gramm-Rudman-Hollings Deficit Reduction Act aka “Sequestration” applies to the Omnibus spending bill which means a lot of money cannot go to the agencies and that a Continuing Resolution must be approved later this year.

In September, in fact. Just before midterm elections...

Even though the Constitution's "power of the purse clause" (1.7.1) makes House responsible for making sure that appropriations bills comply with Congress's constitutional Article I, Section 8-limited powers — hey, its a concept — consider the following.

Congress probably let lawless Obama get away with much discretionary spending, particularly in Obama's last term. (Patriots need to reconsider the 22nd Amendment which limits president to two terms.)

But even if Obama had such flexibility, I'd be surprised if crook Congress let Pres. Trump do the same.

Corrections, insights welcome.

POTUS can slow walk money appropriated for a period of time. This omnibus is over in September. Seems eminently doable to me, 5.5 months.

A very wise strategy. On the surface, what Trump did yesterday was completely "out of character" -- which makes me wonder what he sees that I do not, and what moves he is setting up behind the scenes. The only strategy that Trump has telegraphed is that he does not telegraph his strategy. As you say, time will tell...

I’m surprised at everyone who’s not getting this. This is not a budget. It’s a bill. And Trump controls the spending on every dime of it. BO did this on purpose his whole presidency.
Trump controls where the spending goes and where it won’t go, not Congress. Brilliant!

Umm, no. The corps of engineers is not 10000 sappers able to go do basic construction project. It is a senior officer and civilian staff organization that oversees civil engineering projects nation wide. The US Army Engineer Regiment is the combat sappers who can better break things than build.

Sappers, retired.

Frankly I am sickened by all the freezers so willing to sacrifice the lives of our troops. They have had years of shortages due to sequester and planes are literally falling out of the sky.

The one thing the Constitution requires is defense. You want to get mad then I suggest you get mad at Ryan and McConnell. They are both “leaders” who are incapable of leading

Congress passed the bill and gave President Trump a 2,200 page take it or leave it document on the day of the deadline. It is Congress who are the weasels. If he had vetoed it, the government would have shut down and/or Congress would have overridden the veto. He is one man vs the uniparty. I still have faith in him.

How many of us even bothered to call our representatives and tell them what we wanted?

Thanks for the thoughtful post.

I think this is spot on.....the line items are merely ‘suggestions’, not protected by the Constitution.

I tried to research the accounts referenced in 7058(d) with no luck.

Do you have any idea what those entail?

Thank you for the thoughtful explanation.

I have a hunch that Trump will call out this toxic practice of spending everything even when unnecessary so that next year’s budget is tied to that baseline.

If he had caved completely, the Mueller investigation would have stopped, the endless sex investigation on CNN would have stopped, and the NYT’s, Pelosi and Schumer would be singing Trump’s praise.
