I would add -
It would be difficult in something still standing, but even then I would think you could drill a hole and get those shavings tested with a fire assay test like they do for precious metals. Its a micro sample I mean obviously the bigger the sample the more accurate it would be, but pretty sure that molton steel is mixed well (or should be, maybe part of the problem??) before processing into steel sheets or beams or whatever they are making that day. I am not sure the whole process exactly but think it is a regular thing to do now.

I wondered if the two ship collisions exposed this because something did not perform as it was expected...

Here is a crazy idea. The nsa hacked the ships to crash them and prove, red pill, the navy @ weak steel.

Outing for he problem and saving the future navy...
