Those same actors would/will pop up elsewhere or freelance the action. Congress is in on this hip deep. The legislation enabling unfettered snooping protects a secret "us vs. the public" system from exposure and meaningful legal action.
Think of this...the CIA and its cronies have big data from Google, Amazon, Apple, Samsung, etc., etc., etc.
They know all and see all.
Looks like now we just have to wait until the white hats and black hats fight it out to see if our country is still our country.
