Our nation and constitution is designed for a moral and ethical people. To stop corruption we must each be willing to serve on election commissions, be election holders or poll workers. We must be observers on behalf of the candidates we support.

Votes are tallied per precinct, more precincts = fewer votes to tally, quicker results. This is problematic for high density areas of the country, but the solution is still the same, more precincts with tighter control of the polls and voter ID.

However, if the goal is to control the vote then by all means use software driven corruptible equipment with larger precincts, centralized control and accounting, with no voter ID accountability.

An American engineer designs for function, performance, reliability, fault-tolerance, endurance, efficiency, safety, security, ease of use.

All of the principles and practices that guide American engineers to design for production can also guide them to design an election system that works better than any other in the world or in history.

Paper ballots and ink-stained fingers are easily subverted.

Electronic systems designed, produced, and operated by private contractors are at risk of hacking.

Training voters in morality is a ‘nice thought’. Adams was wrong that the Constitution was designed for a moral and just people. It was designed to oppose the universal generation to generation appearance of human greed, ambition, lust of power, tyrannical leanings.

Designing to check human vices from reaching full tyranny is why the United States has existed as the world’s oldest and most stable form of government. The Consitution was designed with checks and balances for imperfect human traits and behaviors. In effect, it is a fault-tolerant design of government.

Americans of 1776 were no more virtuous than are Americans of 2018.

As to voting systems, failures in either paper or electronic systems are not a reason to give up.

The problem of voting systems is they are not designed to American standards. They are designed by private contractors or local public committees.

Vote fraud is not a new phenomenon in American politics, not by a long shot. It has existed since the beginning of the Republic.

Corrupt politicians and their parties and backers are not new to America politics. They have also existed since the beginning.

For all elements of corruption in voting, systems have evolved to impede and prohibit corruption, to preserve election integrity. In certain precincts, traditional systems have worked well whereas in other precincts they have been corrupted. This includes paper systems.

What is new TODAY is the computer and networks of computers. This is not necessarily in the electronics domain of corruption. Computer equipment allows for counterfeiting votes, voter rolls, voters, ballots. In effect, computers boost the paper fraud making it easier for election criminals to pull off paper fraud.

On the electronic side, the fraud potential grows exponentially with clever deceptive presentations and artificial intelligence.

The advent of the computer age has presented an opportunity for a hostile takeover of the United States through voter fraud. It is not going to get better. It will get worse until Congress has the will to enact a systemwide top-down, bottoms-up review and reform of the entire voting system. And it must do so quickly because there is a critical point by which those who lust for power will complete their goal of gaining an effective control of the election systems in key districts and in key states.

Control of a certain number of key districts and states is already a fait accompli in certain regions. The process is near complete to have controlling leverage for key districts nationwide. For example, one county in WA State determines the outcome of all statewide offices and US Senators. One county out of 39 counties controls critical outcomes. This has resulted in one-party control through PAPER BALLOT FRAUD.

Because the era of the computer and its related networks are a threat to the integrity of elections in both paper and electronics, they are also a CLEAR AND PRESENT DANGER to the American form of government. The pathogens of corruption have mutated in the computer era and must now be addressed using American engineering know-how. American engineers must design election systems to withstand the new modalities of hacks and threats just as American engineers design for nuclear launch codes and keys to prevent accidental, inadvertent, or unauthorized launch, American engineers must design elections systems to be as fault-tolerant, reliable, safe, secure, impenetrable. This task force effort must start soon.
