Keep in mind this illicit cyber control is an ongoing process. Not all states have fallen in with Soros. I can imagine that GEMS was his response to not having control over all states or all key states and to have a backup in place in case management at local levels failed to deliver.

To me, the telltale sign was his blatant backing of certain candidates for State SOS offices. Out of the things Soros (meaning his managers) could be backing, he funds candidates for these state offices who just happen to certify elections.

All the evidence points strongly to cyber theft of elections. To me, there is not even a question that power players are attempting to control election outcomes through software, just like they back their chosen candidates and just like all other means they use to control politics.
