Our trash pickup truck has a driver and mechanical arms.
None of that union featherbedding around here. The driver is capable of both driving the truck and operating the mechanical arms to dump the bins. Sounds like your city needs to fire everyone from the city manager down and hire a competent set of folks.
Around here the truck has a hydraulic device that grabs the can and dumps it into the truck. One operator. Been that way for a 10 years or more.
