Oh, the metaphors here.
Technically no different than a cell phone in the eyes of the law, not that they will find that way.

My great grandfather was a Representative in the Texas Legislature in the 1900s from WISE County.

I always put mine in cages before I put them in the car. There is no reason to have a cat running loose while driving.

Cats in a car are a rarity, loose ones a stupidity, what chaps my hide are all the lunatics driving around with their little darling miniature poodles and such in their laps because God forbid they actually treat them like dogs instead of children and then they drive unsafe because they are more concerned with the damn dog than paying attention to their driving.
I remember when only old women treated their dogs like babies and took them everywhere, now you can't even go to the grocery store without morons of every age and sex taking their little mutts with them.

No one would drive with their baby on their lap.

We should mention squirrels as well.
Many will risk accidents rather than risk running over a stupid tree rat.

Distracted?
That is why the litter box should be kept on the outside of the truck.
Quit feeding that cat tuna!

No one would drive with their baby on their lap.
Before 1965 it was common and accepted.
It is still common and accepted in most of the world outside the United States and a few other rich countries.

Current cat is caged for car rides, but I used to have a leash trained cat that would curl up by my left foot when I drove.

They’d better drive safely. The air snag is not a toy poodle’s friend.
