If government employees acted in self interest or without guidance from superiors and failed to followed established laws, their actions and activities will be legally moot, and they too will be party to the lawbreaking. Any review of these matters give legal authority the opportunity to correct misdeeds by imposition of the appropriate law(s).

You mean like Sally Yates? And she gets treated like a "whistle blower" with immunity and hero status in the media and left? She took her kneel before she was shown the door for sure.
