So tell me again where this draining is taking place please?

Why or why not would it be a good idea to relieve all agency people about 3 deep of their duties. Not fire them, just shift their jobs to one in which they have no access to sensitive documents or to any decision making authority. There will be lots of lower tier people who are (competent?) which could take their place?
