I was an air traffic controller, for 20 years. I was always told, not to report UFOs. The paperwork was too much of a hassle. I never knew if the people telling me this, were serious or not.
Maybe it was a Russian Backfire bomber, but EXTREMELY unusual, to be flying that high, squawking standby. Could have had a broke transponder too. It happens, semi regularly.
