Sure, as it already happens in Detroit, Newark, etc.
When non-whites took control of much of the hiring of city workers (cops, teachers, etc.), they took to hiring their own (even though non-resident whites were footing all of the bills). These environments quickly devolved to what they’d be back in Africa or Latin America: corrupt dumps where nobody really does any of the work for which they draw salaries. It also creates the illusion of assimilation with a false minority middle class.
