No Netflix here - it would be challenging to compare with something not known. Roku is to purchase a unit (several different units offered from “streaming stick’ to the Super Deluxe model). These can be seen on their site.
Once a unit is purchased there is no monthly fee UNLESS you subscribe to a premium channel which charges these fees. For some networks (ie HGTV, HBO, SHOWTIME) you will need to be a cable subscriber in order to view them.
Below is a guide from the channel store, giving you a clue as to what might be available. Some channels are not so good. Some are very special - the best X-TV was recently axed and many are grieving. Movie channels - some show old movies which are so old they are now in Public Domain. Some channels show relatively new movies: Death at a Funeral, ALI, Moonstruck (a small sampling)

NOTE: ROKU was exceptional this election cycle. We were able to sit in our easy chairs, turn our unit to You Tube and watch Right Side Broadcasting as they followed DJT around the country speaking at his rally events.
This alone made the small investment most worthwhile. :)
