It reads as if she slapped the back of the police car, which startled Noor’s partner, then after that, when she approached the window she was shot.
Not sure that’s right, but that’s the way it read.
Completely justified. She was obviously armed, since she slapped the car with her hand, and her hands are attached with arms.
I think this will be just enough to play “Blame the victim”.
That and the fact that Mo has tens of thousands of Somali supporters (Thanks Bill! Thanks George!) this will lead to the usual conclusion.

Years ago I was coming out of a grocery store and onto the crosswalk when someone ran the sign and nearly hit me. As the car passed in front of me I slapped the car hard and screeched like a wounded dog ... which caused the driver to freak out and flail around and stomp on the brakes... and hopefully fill up her Depends over the thought of hitting someone’s puppy.
Thankfully it wasn’t a police car with a cop riding shotgun or the car’s driver might have backed up to give the passenger a shot at me.
