The man was identified as a "traveler" — the generic classification of gypsies, many of whom are white in Europe and originated in poorer countries like Ireland or Balkan nations. They roam about in RVs and campers, trash the areas where they encamp, and then are defended by the European Court of Human Rights when nearby landowners try to oust them from ruining government-designated "green spaces" with loud parties, garbage, and outdoor laundry and fires. As is traditional, they are often involved in horse-related activities.
