A man was caught on camera mocking and sucker punching a person with cerebral palsy outside a West Chester 7-Eleven store, according to investigators.

Yes, I seem to remember that. Are you just making it up? Well, it would convince me. But I’m not sure every disabled person could handle a weapon.
So despicable. Why shouldn’t this man be stood up against a wall a shot? What would the world lose by his removal?

I see his friend thought his mocking was pretty hilarious.
He was laughing it up as the soon-to-be-victim went into the store.
This is so utterly senseless that it raises the question was there anything not seen? That is, were words exchanged?
The victim was only in the store for 30 seconds, so he might have seen the puncher mocking him, then come right back out to challenge him. If he used “fighting words” at the puncher, it might put a different complexion on things.
The puncher likely didn’t know he had cerebral palsy, just that he “walked funny”. But it is unwise in the extreme to use fighting words against a stranger, if he did so.
