Yep, I know what you mean.
I saw a girl recently, and her eyebrows were painted on like this girl. I think she had plucked or shaved her actual eyebrows, but had painted on eyebrows where the brows should have been growing out.

There was some comedian that had a funny bit about it.
“Those eyebrows - I have to keep myself from jumping and looking at whatever they are looking - waiting for some surprise to jump out at me!” Hey lady - it’s just a donut on the donut rack - what’s the surprise!?
