If you make a false claim against someone, and then call the police to help you enforce your claim, and you have done so in a situation that calls for quick action, then YOU can be held liable for the actions of the police. And while Dr Dao may sue the police as well as United, it is likely the police will counter sue United as well; having been called in to support an action United should not have been taking.
An individual on an aircraft in the special aircraft jurisdiction of the United States who, by assaulting or intimidating a flight crew member or flight attendant of the aircraft, interferes with the performance of the duties of the member or attendant or lessens the ability of the member or attendant to perform those duties, or attempts or conspires to do such an act, shall be fined [up to $100,000] under title 18, imprisoned for not more than 20 years, or both.
