To be precise, Skylake or later (e.g. Kaby Lake).

And the situation for Skylake CPUs is mixed. According to Microsoft, selected manufacturers will continue support for Win7/8.1 on Skylake CPUs, but all others are out of luck. The article has some pretty clear details and links to more info.
