Law. He is protecting illegals and ignoring American citizens. I know the law and I also no right from wrong. Maybe you can House some of these folks?
In a way he is, and in a way he isn't. He's telling officers not to honor requests. That's perfectly legal and covered under state's rights. He is telling officers to honor warrants, so they really are obeying the law as far as the judicial system is concerned.
