Here's the part I can't figure out. The AGW/doomsayer crowd gets to play both sides of the street on this situation. They'll tell you that AGW is the cause of both the drought and the rain/floods.

The federal gub mint gives block grants for states DOT to help highway infrastructure.
Minnesota like many states took said money and gave it to social issues instead.
Remember the Interstate bridge going in to Minneapolis that collapsed killing many? Well that bridge was supposed to have been repaired.
Same for so many other issues. Take block grant money to use for social issues instead of its real use.
Infrastructure is so mundane and there are votes to be bought by libs using block money to bribe voters.

That looks just like Lake Hartnell during the drought about 6 years ago. Boats and docks were laying on dry land. All is well now but nature has its own cycle that no man can control.

I remember in 1977, while dating the woman who later became my wife, driving across a California bridge that looked exactly like that. It was probably the same bridge. What struck me was a sign on the bridge that said: "no diving off bridge". Looking at the thin band of water hundreds of feet below, the sign seemed quite unnecessary. The reservoir filled shortly after that.

The point, of course, is that the water lever goes up, and the water level goes down. It's called weather. It's the stupid Leftists in California that don't get it.

Like when Gray Davis went crying to Bush for $$$$$$$$$$$ when Kalifornia finally croaked their energy supplier (PGE ?) because of their lying, cheating and idiotic system of residential/commercial ‘energy delivery’.

You can't cheat, ignore or otherwise F-up your own energy infrastructure... THEN go crying to the FED to bail you out!
