You have Himmler and Hess mixed up.
Humbler didn’t really come into his own until after Hitler gained power and particularly when Rohm was removed.

Faulty memory.
It was Hess taking the dictation.
Himmler was jealous of Rohm and the SA and wanted the SS to take over all the duties formerly given to the SA.
